Do you have to stay on base, or can you go someplace else?

Sometimes there is six months inbetween, and you live on base unless you are of rank and have a house or an apartment!

ya the one guy hit the nail on the head. You have to be of rank to move outta the barracks, or married, have kids. And not everyone goes to the boat.
When assigned to a ship you will be assigned to berthing and if you are single that is where you will live between “cruises.” You may live off base, at your expense or unless you are married or have rank set by the command to authorize living off ship.
If by “cruises” you mean “deployment” than you will have some time off after you get back, then return to work on the ship like a 8-5 thing. You will have shorter “work ups” for days to weeks in duration.
Just today the Navy announced that within two years all Sailors assigned to ships will be provide berthing on shore. Either new barracks or refinished military housing.
